Top end is likely the candidates in a high cost of living city like LA, SF or NY and they are in between that career stage and the next one. If you are entering that career stage you are unlikely to be at the top. Depends on how close they think you are to that next senior level.

If they are not willing to pay top end for you, but you told them that’s your minimum expectation, then you won’t get an offer

Just because the range goes to a certain number doesn’t mean they have the budget to hire at that amount.

I had a conversation once with a recruiter where the range would work at the top end but she was very clear that they didn’t have that available. The range gets dictated by other considerations and doesn’t reflect what they might pay for the position

Organizations can modify posted ranges by let’s say a modifier of 20-40% on the range spread, so that they keep their competitive range discreet against competition. This allows for them to abide by pay transparency legislation, while still attracting candidates.

In addition, not all organizations have the budget to pay for max percentile and the max percentile may display the highest paid amount for an incumbent within their salary grade/band. Why should a new hire get paid as much as a tenured employee with more experience. If the new hire brings equivalent or greater experience than the candidate receiving max, pay at top percentiles may be warranted if aligned to budget constraints.
