I think you answered your own question
as someone that has lived in boston , nyc , seattle and a lcol in the last 7 years .. i don't care where anyone lives nor judge. But as i age , i want to work less and do more. I live in Boston right now, and to house my dog for a night in daycare it is $90. Where my sister lives it's $30. I don't own a car, so going outside the city is hard to board. i also love nature , national parks and flying planes. I guess your answer it , it depends what the person values.
based on weight as well as location, the smaller the cheaper. There are some cheaper ones , but i'd need to uber pet. Longer trips i'll rent a car and go outside the city. boarding is expensive here! could always leave with friends , but that can be a big ask sometimes. Rover is cheaper as well, my dog is still a puppy so there is an extra fee and less people willing to take him.

It’s all about a person’s priorities and happiness. Nothing in life is a one size fits all.
I moved to Boise, and it’s perfect for what I want from life right now. I loved my 20s in a HCOL. It just depends on what you enjoy and the lifestyle you want. Everyone is different, so I’m not sure what you’re really asking.
Do you have kids? Makes a big difference.

I've lived in both, super LCOL areas and a HCOL for the past 10+ years, as well as a range of MCOL areas all over the US.
For my lifestyle, as long as a few specific amenities are available, I'd be just as happy in the lowest of LCOLs as I am here in one of the highest in the US.

Living in HCOL cities when I was a consultant didn’t make sense to me. I was never there and would generally travel on the weekends either using points for hotels or visiting friends.
HCOL cities are great when you can afford it but many of my peers who started in NYC, LA, and SF are doing well but have struggled to save or afford a house.
