A creative is always involved in the review and interviewing process at any agency. If you got a first round interview with HR and didn’t pass the vibe check to meet with the CD, that doesn’t mean that stage of process doesn’t exist lol.
Casting is actually a great example. I don’t have any professional acting experience, yet I evaluate actors and typically have final say on who gets casted in a spot. Of course with input from my team and production, but every hiring process has input from others.
Truly I think anyone who’s been in the industry can look at a resume to see what places you’ve worked at and if that level aligns with the role. And most people can look at a portfolio and understand if it’s decent enough creative to interview you. It’s not that hard to separate a good to average body of work from a bad one. Again a first round interview is rarely with creative unless you’re referred.
Creative ability is only one aspect of the job. A necessary one, but not the only one.
The best creative I ever worked with got fired because he couldn’t manage his direct reports, wasn’t good at task prioritization, and paid zero attention to administrative duties.
Because the non creatives gotta work with you too 😂

You have to be able to collaborate and explain your work to non-creatives as part of your job. A massive part of your job at that.
Even if someone isn’t in a creative role themselves, they’re valuable in the interview process because they work closely with creative directors to spot the right talent. They’re also looking at things beyond the portfolio, like team fit, budget alignment, and how well a candidate communicates with non-creatives - since that’s such a big part of the day-to-day. If those pieces don’t line up, they’ll keep the process moving with other candidates.
