In the previous rules era, with most of the downforce generated from the aero elements, there was a much clearer trade-off between downforce and drag. Meaning you put on a bigger rear wing, you have more downforce but also more drag. The floor has very minimal impact on drag, and the teams will really just want as much downforce as possible from it precisely because it does not generate drag.
With more downforce being generated from the floor, the aero elements on the visible part of the car (front wing, rear wing, etc.) have much less impact on downforce. This is also by design because the more downforce they generate also creates more dirty air, which the rule set is trying to avoid. The teams will still look to optimize these visible elements for each track, or at least each category of track.
From a pure design strategy perspective, this was why Red Bull was so effective last season. They generated a huge amount of downforce with the floor, and were then able to make their car very slippery to get a very high top end speed versus prioritizing even more downforce in the corners. Every other team had a different philosophy that created more drag and had less downforce generated from the underfloor, so it made Red Bull insanely fast in straight lines where most of the passing does take place.

What do you mean track specific? Do you mean low downforce generated by the wings, high pressure generated by the floor at circuits like Mexico (higher altitude).

It would totally make sense, just seems like floor configurations would be limited due the necessary locations for Venturi tunnels and diffuser….air is a finicky bitch lol
