D1 - AI is going to take most of the offshore jobs from India. They won’t be re-shored except for people needed to manage and administer the AI.
Ban outsourcing to India and you don’t stop offshoring, you just accelerate it.
Fortune 500s will reroute contracts through Dublin, Singapore, or Toronto, spinning up ‘global tech centers’ that still hire the same Indian firms.
Now profits, IP, and decision-making flow through foreign subsidiaries, outside U.S. oversight and tax reach. The real winners aren’t U.S. workers but intermediary countries that become the new gateways for corporate tech.
First-order: you ‘save’ jobs.
Second-order: you export USA IT leadership, revenue, and leverage.
U.S. companies pay more for the same Indian talent, but U.S. workers don’t see those jobs, but they just see higher prices.
Passthrough agreemrnts like that, for tarriffs, are usually still illegal.
