I have applied to several positions up Google. I have not heard anything back at all. No matter if I customize my résumé to the job description I still don’t hear anything back. I am wondering as to why Google ghost people instead of just telling them that they didn’t get the job? Do people on Google believe it is appropriate for the recruiters just a ghost people especially if they feel they don’t match the job?

I would put TBD, but during negotiation, consider hiring a coach who probably has their own data points in addition to the ones from levels.fyi. That's what I did. We'll see what the outcome is.

Yeah, it's not necessary, but a lot of people, including me, tend to be too conservative in their counteroffers. I definitely wouldn't have countered so high without the coach. For one thing, I couldn't find good comps on levels, similar to OP's problem.
It's probably more useful the higher you go. One coach claimed that he got an exec an extra million a year in compensation at one FAANG.
