What’s the likelihood these small businesses can do better than plowing money into an index fund?
It all depends on your level of risk and the $$ pile you have, plus if you are like me and want to gets your hands dirty or sit back and collect. In my hustles I always go with what I am passionate about, and something that I enjoy doing no matter if I am burning midnight oil 2 days a week.

People sell them as they retire still in demand if you want a simple side hustle cash business
Or you can look into franchises like a UPS store. Just depends how involved you want to be

I will try to do bookkeeping and financial planning on the side. Taxes are another beast.

Oh ok. I am new (4 years in). I do the wheel which is as safe as owning stock in my opinion. But, I try to manage risk well but by no means is it a long term strategy unless I really figure it out.
If the expectation is that the general market only rises, doing the wheel on ETFs might be a good long term plan. Again, I don’t know…
