I'd love an opportunity to work for the federal government in contracting or procurement but have found it difficult to get selected for an interview. What's the catch?

Interviewing at a dream company, and right from the first interview the recruiter told me we are way off on salary expectations. This was a little bit expected, as the role is requiring a few years less experience than I have and also in a much cheaper market. They already told me the salary range during this first call, but wondering if they like me enough and I get an offer, how I might approach negotiating for more. I would be making much less than I do now, but it is a dream company.

I interviewed at a law firm and had my final round last Friday. The Tuesday afterward, I got a call from the recruiter saying the firm won’t have a decision for another week. I believe they’re interviewing other candidates. Does that make me second or third choice? And does the fact that I’m working with a recruiter hurt my chances of being selected due to the commission? Should I hold out for the offer or is 1+ week a sign that I won’t be selected?

I was contacted by the hiring manager (just 5 days after interview 3) asking if I was still interested and if I'm available for another meeting. He mentioned it would only take 30 minutes. At what point does the value of a degree fall off? I'm in my early 30s, and have five years of experience, and work on a very theoretically interesting project. I believe I'm on track to promotion in the next year. So, I could put in a year of full time school to check the box off, but I'd be sacrificing hobbies and social life (not to mention cost). Working as CAL Manager with Accenture S&C India. Offered ~GBP 76.5K (fixed plus flexi) at Manager Grade by Deloitte London.

Prior to Accenture, I have already served as S&O Manager with Deloitte India for ~1.5 yrs - so this would be my second stint with Deloitte as Manager "again".

2 questions:
1. Should I ask for Senior Mgr (AD) grade - to which they have already said NO
2. Is GBP 76.5K sitting at the lower end of M grade in Deloitte UK? What should be a good expectation for the role
