I’m assuming you are referring to passive aggressive behavior — an epidemic in America. The best way to mitigate that behavior is to point it out immediately and unemotionally discredit its merit and highlight its toxic affects to the goals of the business.
First rule, don’t stoop to their level EVER. Second rule, never abandon yourself. Meaning, never cower to anyone who is mean to you. If someone says something rude to you, simple twist your face (like you’re embarrassed for them) or reply with the word “ouch”. (But in a way that says, what the fuck is wrong with you.) focus on the work and find “your people” within your agency. Hope this helps. Sad, really, that there is this dynamic. Hated it in middle school. Hate it now.

Agree. No matter how solid you are: If they want to take you down they will. No logic required.
Agree with CD1 a dead-stop response works. Something like “good to know” in a monotone voice will usually put a bully on their back foot. They’re all incredibly insecure
Same way you manage it in high school: stay above it. And make sure your boss has your back.
