If you asked to be considered for early promotion and didn’t get it (despite being highly rated, exceeding billable goal, etc) would you look elsewhere? Is it right to be angry about it? I don’t want to spin myself up unnecessarily if it’s unjustified

Senior engineer making 135k and I was offered a promotion to engineering manager after completing a development plan. Near the end of the plan and I expect compensation talks to start soon. Based on some research around Boston and my role in the company, I feel 165k plus 10-15% bonus is fair. Nonetheless, first time going through something like this and asking for thoughts and comments. I’ve been running into weird happenings at my new firm learn of everything “I misunderstood” about my package. I don’t actually qualify for quarterly bonuses at a pro-rated billing rate; no 401ks till year 2; and the biggest—we don’t qualify for a raise unless we are here during the entire fiscal year. We have a 2100 billable req which I’m barely hitting. We also get paid below 6 figures. I learned that the new associates came is at least $10k over us. I graduated 2020–but 1st firm job. Advice?
