For example, if I'm GS 9, receive a promotion to GS 11 at the end of probation, would i be able to apply to GS 13 roles if I'm qualified? Assuming everyone performed anywhere from good to great, would a lot of managers feel it would make them look bad to let all 5 have a good review?
