Yes, because of financial reporting. Raises look less bad on cashflow than a raise which would potentially put you higher in the brackets and create a lot more paperwork. In some cases this results in you making more money than a raise.

I"ve found that most things that apply to the lower levels (regular raises) don't apply to us. Which sucks, IMO.

No I’m not at the pinnacle and I’m not complaining. Just curious what other officers in agencies got in terms of comp.
in my holco, at least, there are salary breakpoints for different raise cycles. below a certain amount is every 12 months, the next is 18, next is 2 years, next is 4 years.
i know my ecd is at the 4 year mark. i think i'm just at the 2 year.
