You can assign work to a Principal/partner if you can muster up the gumption to do so.

Associate, yes your seniors can assign work. Even peers can assign work if they are in that role. I have seen seniors leading consulting projects and assigning work to Directors because of their role in that engagement.

What is the point of this question? Are you questioning whether a senior should be allowed to ask you to do something? Or are you the senior looking to make someone below you do something? Either way you sound like you're in a pretty unhealthy work mode.

Be a leader. Volunteer to do what needs to be done. Let others know what they can do to help the team regardless of title. Get it done before anyone even needs to assign you work. If you’re worried about titles and hierarchy and who is allowed to tell you to do work then you’re already failing. Step up and lead, it’s the leaders at all levels who get ahead in this business.
Now if the work you’re getting assigned is menial tasks and other crap that doesn’t add value so the senior can feel important that’s a different story and should be escalated.
Assignments come from whoever is leading the project and go out to whoever is supporting; associate, director, partner, whoever it takes to get the job done.
If they are in a direct or dotted line over you, yes, they can assign work to you no matter what their level is.
Should be focused on being a team. Teams help each other wherever the work is - resource allocation.
