I’m wondering if not paying bonuses is common to federal contracting because of how the contracts or priced, or if this is something unique to Booz Allen.

I'm trying for a switch in a SDET role, but now my current company is offering me the role of a Product Manager. Can anyone share your thoughts on what should I do?
