based on my personal experience in tech consulting, new york has a bigger presence. have had to travel there for different engagements, and my team members can frequent client offices there.
that said, i don’t think one office or the other would impact career progression at EY.
Difficult to answer without knowing where you are in your personal and professional life stage. And your career interests and orientation.
Some variables to think of - how much will you be on the road vs in office? Where are some senior leaders based? Which office has a bigger presence for your team and is there a culture of being in the office?
Personally- where do you see yourself living? What matters to you from a lifestyle, family and COLA perspective?

Your career will not have an impact based on either city. You can go through the promotions and make partner in any major city in the US
I’m guessing this is Government vs private work. Vastly different.
If you know you’re going to be in SAP, I’d choose Chicago. Outside of that, NYC is a bigger office, but not sure it makes a difference.
If you’re interested in private sector and can live with family/relatives (or with a few roommates to reduce housing cost) in ny then take it, you’ll get paid more due to cola adjustment.
