Consultants out there: what do you consider billable hours? I've started a new tech/startup consultancy, The work requires rather specific instructions. There are a few hours worth of text and videos to get acquainted with the work. Then there were "technical difficulties" getting started (lots of error messages requiring a lot of hands on work to fix to allow me to even begin my work).

I was told none of this was billable time (maybe 4-5 hours total).

Is this reasonable? Is this legal?

Do managers and partners think about the additional work that a note will cause and if its really necessiary before giving them out?

Some recruiter in Accenture lined me up for an interview for a role which was not in my skillset ( by saying that this is just an evaluation exercise and they will map me to the right role) and obviously I got rejected. Now I see that I am not eligible to apply the role which I was targeting for the next 6 months. Any idea how can I get this escalated so that the recruiter ( Accenture employee) should at least be careful in future before fooling a noob like me?
