They appeal to people that want to go fast but don't have a lot of money to spend.
They've been working hard to get away from being considered a trashy car in the late 70s and into the mid 90s. They've succeeded, I think. Incredible engineering feats. I wouldn't want one, still, but they're pretty damn incredible for the money.
OP. GM has invested heavily in making the car look and feel less cheap as far as the interior and cosmetics go. But the real appeal since 1997 has been the performance. That was the year the finally got serious about cornering, braking, weight balance, and the drivetrain. I haven't had a chance to drive the newest C8 model yet but the previous C7 version was impressive for a mass produced vehicle.

The C7s and C8s are amazing cars, especially the higher end models (Z06 example. Definitely a new generation of car that can compete performance wise with the big boys
Not even compete. The zo6 and zr1s are out performing cars 2x their price.

Historically they have been America's sports car. That's a lot of it. The price point makes it attractive to buyers who want a fast 2 seater without paying the price for a competitors car. (Viper, Porsche, Ferrari, etc)
Cheap speed, that’s it. Just like how the S2000 found appeal.
