I have received a call from HR for offer a discussion. She told me that she has to take some approvals before offer release however she hasn't called me back since one week, now when I am calling she's not picking the call. Should I keep hopes?

I went through six rounds of interviews including putting together a 30 minute presentation which I presented to the whole team. The whole process took about six weeks. I turned down another lead position at a different company waiting. After all that they told me that hiring for this role was on hold until further notice. At the end of the day it’s business, but I am left feeling like I wasted my time (and theirs.)Totally confused and disheartened by this process. Anyone else experiencing this?
