I don't really like this analogy but I get your point 😅. I was hoping they'd want to move quicker but they are still doing 1st round interviews for all their other candidates (is my understanding). It's an awesome job though which is why I'd love to see it through but doesn't seem likely.

#1 is like a 9 or 9.5/10 while #2 is like 8/10. Both really good jobs but one is clearly better in all ways. I don't want to end up with 0 offers, so I think I just need to go with choice #2 or push choice #1 harder without being rude.
you just told #1 you have a timeline, so maybe wait a few days. If the director really liked you the recruiter will light a fire under it and speed up the process. If they liked you but have a bunch of other equally qualified candidates, they’ll probably stick to their own timeline and there’s no guarantee you’d get an offer. Even if you really prefer #1, an offer from an 8/10 is still sounds fantastic and I’d caution against sitting on it for more than a few days

Sounds to me like one wants you and the other one is still figuring out if they want you. I would tend to be a little more conservative on this type of thing though. You know, a bird in the hand...
I’ve seen quite a few people start with a company only to quit a couple of weeks later because their dream job came through in the last minute. And I’ve seen people never even start with the company because during the final HR process, they sent an email that they won’t be starting. It’s your life so do what’s best for you! If you already have a job and like it more than your #2 choice, stay! Don’t settle. Although people are saying #1 doesn’t want you that bad, it’s not true. They are doing their due diligence. To me, if #2 really wants you, they’d respect and wait for your decision so long as it isn’t a long wait.

Is there one thing additional you can negotiate with your #2 to make it your #1? If so explain the the recruiter, I really like you, am tempted to wait on another offer due to (their 5k higher salary), but would be willing to accept today if that discrepancy were eliminated. Let them know it is not an ultimatum, just a way to feel ok stopping the process on the other.
Tough spot but #2 is invested in you to give an offer. If #1 doesn't speed it up, #2 deserves your talent
This is a toughy. I have had a similar experience in the past and was given the advice, “go where you are wanted.” That has served me well, and I think I was ultimately more appreciated at the fast mover. That said, it’s always nice when both companies are more flexible.
I was in this exact same position recently. Should tell you something that choice #2 is unwilling to wait. My #2 ,although worried initially, agreed to wait for me to go through the interview process so I could weigh all my options. If #2 is really showing you an unwillingness to work with you I would take the offer and continue interviewing with #1 🤷♂️

So true industry is slammed right now.
If they really wanted you, they wouldn't make you wait till the end of the month - they are just playing with you. I would go for the offer you've got who really want you, if its a good enough offer.
