May still be building their candidate pool, but it sounds like they aren't in a huge hurry. You may not be "no" but may not be as perfect of a fit as they want. Usually if people love a candidate, they are going to do what they need to in order to not lose the candidate.

I should probably mention that the reference request and the benefits brochure came prior to the interview. And the hiring manager response was only the polite "it was nice to meet you too". No clue if that hiring manager's decision to escort me to my car after the interview meant anything.
As odd as it sounds, I think that's just in keeping with what's happening in the job market. Companies are tentative about doing any hiring until some of the confusion in the economy clears up. There's no telling when that may happen, but in the meantime companies seem to be slow walking the hiring process.
Unfortunately, the HR associate or contact is not the one making the decision. I have experienced that sometimes, the cogs of hiring including recruiting and interviewing continue even if there is a bit of a freeze on the actual hiring step.
How did it go? Any update?
