Deloitte how long it takes to get the certificate of sponsorship for skiiled visa ...its been 2 weeks and I am yet to get it

Should I complain to a firm's HR if the interviewers laughed at my answer during an interview? So wanna run something by you all. Looking at insurance plans. There are 4 plans that allow an HSA. 3 of the 4 are identical.
500 firm contribution to HSA = ~21/ pay period. Add that to lowest HSA premium plan. It still comes out lower than the out 3 plans. So what am I missing?
