Pretty sure my firm hired McKinsey to tell leadership that you can't win the race to the bottom with bodyshops, and that digital is all the rage these days.

Yes, deploying our own consultants on internal work is not always cost effective and not always interesting to those being staffed internally. Sometimes hiring it out makes more sense, particularly in specialized areas like software implementation, marketing/branding etc. Internal strategy and org work is done in-house though.
PwC outsources our help desk to Infosys.
