It accounts for PRD work that you can cite in DPME form. The WBS for RFPs is a non FPX code so doesn't give you any util
Sometimes the RFp will have a WBS PRD code. They don't count for adjusted utilization. You can use it during year end to say " I wasn't staffed but look I spent X hours on this RFP and was responsible for leading blah." Or you can use it to say "look I was highly utilized yet I spent X hours on RFP and blah blah. " But really you do them to gain the skills on responding to an RFP, a chance to work with people other than your project team and expanding your network. This is useful when you become a manager or above because these RFPs can get your sales numbers.

Makes sense to me. So if you are staffed, does it make sense to do just one where you have a larger role, or have like 3 or 4 where you do a really small part? Because at my level (analyst) I feel like all I can do are really small ones rather than have a tangible role on one
As far as I understand, at analyst level SMs won't give you "larger role" in RFP. Maximize whatever opportunity you get - big or small. Each PRD hour counts
I believe quality over quantity and any opportunity where you can lead and show your expertise looks positive. With that said you have to start somewhere so people can know you are dependable and that you can deliver in a crunch. You can always ask for more responsibility. Be specific about what you bring to the table and what you want to do. A lot of times people just don't know what you can do unless you tell them.
