I always say not looking. Takes 15 seconds tops.
Did you have a conversation with this recruiter? If so, it’d be polite to let her know now’s not the right time.
One thing that a lot of people forget is that even if you don’t need/want a recruiter today, there’s a statistical guarantee you’ll want one in the future. Recruiters aren’t commodities, so taking a little time to engage with a few who seem good and honest and building a relationship will do you a world of good in the future.
What you don’t want is to look up one day and realize you need to leave immediately and make the mistake of putting your career in the hands of the first person who calls you that day.
I’ve built years long relationships with associates before they’re ready to move, and it helps both sides know the working relationship is going to be a good fit and deliver what you’re really looking for in a next step.

As a recruiter, if you follow up and say you're not interested, I will not intentionally reach out to you again. There are now some tools that automatically follow up on original emails, and I don't use them (because I personally HATE that type of outreach from the vendors who contact me), but a lot of recruiters are. With AI and new outsourcing platforms, unfortunately I think that lateral candidates will start receiving even more direct outreach from recruiters, including many who have no idea what they're doing. There's even one vendor who contacted us recently offering to contact people on their mobile phones for us (we declined).
If its an interesting position or a legit recruiter I'll respond sauing im not looking. If its some jabroni who asks me to schedule time using calendly, ignore
Do you care about getting additional emails/VMs/messages? Say "no" if you don't want them to reach out immediately. Most are trained to follow up multiple times a week if they don't get a response.
You can give them a date/amount of time, if you want them to check in ("call me in 6 months" is the most common). When I get that, I note NOT to check in before then unless it is something they asked about (e.g. "if you have in house or under X hours")
