A project manager? They aren't really a technical "manager". They manage a project (resourcing, scope, timeline, documentation, etc.)
Should they be trusted to do their job? Yeah. Does literally everybody at some form of supervisor at work? Yeah.
It's like the old song, You Gotta Serve Somebody. Organizations are hierarchies, and managers have managers above them. There's obviously trust put in managers and they're assumed to be competent and they often have quite a bit of discretion in how they operate. But that doesn't mean they exist in some free-floating state apart from any oversight or supervision.
