If you have already done the biometrics and are in the process of doing your visa, then as far as I am aware you need to wait until a decision is made (which is usually fast anyways once everything has been done). In the meantime you can still provide the other company your information prep everything etc and they need to make a new application for you (it often takes companies weeks just to get a CoS). The first employer will either ask you to return the visa costs or flat out blacklist you as you are costing them thousands of pounds.
Ultimately I would not withdraw anything and wait until I have a visa and wait for second company to make a new one. You have a probation period most likely with a short notice anyways so you can get away easily once your second visa is approved. You do not have to cancel the first visa for them to make the second one.
Maybe I'm sceptical but I don't trust any company until I have a valid visa in my hands. I didn't submit my resignation at my first employer until the second one finished my visa. Companies change their mind, home office takes a while, etc, it's a risk. And usually if a company really wants you they don't mind waiting. I don't know this seems very risky to me with not that much reward.
Op: check with Company B how long for CoS and any kind of background checks/application review by attorney. They should be able to issue one without the need to resign or withdraw. Once you have go ahead of everything from B, withdraw application and offer from company A. Apply for company B immediately.
Considering the delays in visa processing you might be adding new pain in your life with a fresh application for a few extra bucks I guess, choose wisely.
As far as I know the Cos is linked to a single employer to employee, so it can’t be switched. You would have to inform company A that you would no longer want to work for them so they withdraw the Cos, before company B can then get a Cos from the govt for you.

Just to add, My plan was to take up the visa and then change my employer without joining company A. does that make’s sense?Anybody gone something like this??? I will really appreciate your thoughts and help

Not sure what you mean by filling visa. Have you provided documents to home office? If yes, was it without COS? What type of visa?
