Hi Guyz,
Any one from IBM ?
I went through the entire recruitment process and got selected for IBM ISL. Now I am being told by the HR that they are unable to release offer as there is a hiring freeze.
Can any one please tell me if its correct or just an excuse not to give me offer. If its true, when will this freeze be removed?

In public education HR there are salary schedules with step/grade based on education and experience. It’s not negotiable and in this market a reliable job with a pension is highly competitive.
Unfortunately, that seems pretty normal based on my experience. It's low considering your experience level but if it's firm, it's firm. If I were you, I would take it and just keep looking for something outside of education.
You’re right. I absolutely don’t push it. I’ll take it for now and keep looking. Sometimes it’s easier to find a job when you have a job.

With 20 years of corporate HR program management experience, it’s completely understandable to feel surprised by the offer. In education and public-sector HR, salaries are often banded and less flexible than corporate roles, and recruiter pay in school districts does tend to fall on the lower end of the range you mentioned. That said, accepting this role can still be a strategic step, it gets you back into the workforce, adds education HR experience to your profile, and may open doors to higher-paying internal roles later.

That offer would give me pause too. I would weigh mission and stability against long-term earning trajectory. Sometimes a step sideways is fine, but it should still respect your experience.
