After submitting my resume for the Global Finance and Business Management full time position at JP Morgan (my dream job!), I got a HireVue invite the next day! However, I completed it 9 days ago and still have no response....
When do we get a response in average, and after how much time does it mean I probably am not getting an offer to continue?

Had the same happen to me recently in a DACH office. Was told by the interviewer that they had one of the longest integrations (ca 45 min about me) and that I was a reject reapply.
Just like you, I thought that this was just some feel-good/soft letdown bs. But in my case, my recruiter called me the following week giving me more feedback and telling me, I could reapply in as soon as 6 months and that I would be fast-tracked to final round interviews next time.
My advice would be to just ask your recruiter, what the exact stipulations of reject reapply are in your case.
Not in my experience. It’s usually for very high potential candidates. Onus will be on you to follow up, but you should reapply if still of interest after the cooling off period they told you about
Regardless of how close you were, always worth trying again.

It’s a separate classification - DRR reapply - not every decision round reject gets it.

It just means that your resume is strong enough to take another look but you'd have to do better in interviews
Happened to me twice - made it to final rounds both time, did not pass and got reinvited to apply

Happened to me. Decision round interviews two years in a row, did not get an offer. Dont remember seeing any “you were close, please reapply” but after four yrs, a random bcg recruiter reached out and here i am. I am pretty sure they had record of my past interviews when they reached out
