No. it should be opposite. Think about it - if some one from off shore is lined up to replace you in a project or role they cannot come in. On the other hand if they don’t have any local resource to fill in that critical role then they can’t generate revenue. So, it waits to be seen how this EO is going to affect the firm’s next year goals.

Based on Kelly, Performance Based Layoffs will begin in July
Most years EY has had performance based layoffs, and it will the same this year as well (based on the all-hands call). I would not be too worried unless your practise is doing very very badly or you have had performance issues/been on PIP. But then again who knows what new horrors 2020 has in store for us. ATB!

Wat abt Perm Application? Heard other firms have haLted . Is it true that for job posting office need to be open?
Looks like they are back on. Mine was halted due to office closure (EY Chicago) but they posted it early this week. However, it is strange that they said they are keeping the recruitment live for 65 days. I always thought it was 30 days 🤷🏽♀️
