Filed H1B COE petition today with PP at Vermont center, by when can I expect the result?

My H1B is set to expire in Aug 2022, my employer is filing my extension, assuming I will get it till aug 2025 and I need to go to stamping.Parent is sick, needs to undergo a surgery. I want to go to India, to be with her during this time. My question here is if I go for visa stamping will I get stamping till Aug 2022 or aug 2025?
If I get stamping till Aug 2025, Can I come back before aug 2022 without any issue?

I’m maxing out the 6th year for H1b and my I-140 just got approved. 1 month ago, my employer has filed a h1b extension but it is based on the approved PERM instead of the 140, and only asked for one-year extension. In that case, after 6 months (180 days i140 rule to avoid employer’s revoke), will I be able to switch employers even though the renewed H1b gonna expire soon at that time?

How flexible is Deloitte with the start date because of H1b processing time? I signed the offer mid-may for July 12 because it seemed realistic enough for premium H1b transfer. But the lawyers seem slower than what I was used to and July 12 does not seem likely. Is this going to be a problem?

Is the executive order from June impacting people who had an h1b stamped and moved jobs? Since the h1b would need an amendment if someone changes jobs, would that pose a risk? Any folks who have moved jobs on h1b in the last month or so?
