They’re still $9k below what you’re being offered AND they have already shown you that they are willing to let you stagnate. You already know what to do.

Don’t take it unless the money is the literal only reason you are leaving. My guess is something else isn’t right or you wouldn’t have looked. They would probably go higher if you pushed them but you’ll also be red flagged as a flight risk. That sometimes means your on the list when a layoff happens
I've taken a counter but it was higher than the other offer I had and my only issue with the company was the pay. I ended up staying another two years before I got an even better offer. I'm confused why they would counter significantly less than the other offer and think they had a chance of you taking it.
The counter is insulting if they knew your other offer, but I always wonder if you stay, is there tension after since you were willing to leave.
Yes I accepted a counter that was $10k above the offer, to stay. I still can’t believe I pulled this off but it ultimately gave me a $50k raise.
That said, no raise since…4 years later.
