Yeah, that makes sense. I try not to take it personally because I know they’re juggling a lot of candidates and roles, but it’s still frustrating when they’re the one who reached out first and then disappear. A quick “things changed” would help a lot.
Recruiter probably thought you were a good fit but hiring manager disagreed. They don’t tell you because they don’t care that you’re left hanging.

This situation is actually quite common, and often it's not necessarily directed at an individual; it could be due to changes in hiring priorities or a freeze in headcount. However, from a candidate's perspective, the lack of a "close feedback" option definitely worsens the experience
