Either way, you’re paying for it. If partners are paying for your ad serving, they’re just baking the price into the CPM or you’re getting less added value elsewhere.
How would they make money then? You might be able to negotiate rates at a holding company level
Part of the value in their integration (ad tech and inventory) is that they can make it up in a number of different ways. They basically give away some aspects of it since it tends to incentivize deeper ad tech usage or better results on Google products like YouTube or AdX.
Probably not going to happen. You can try the publisher paid route as well. It’s tough, but I have managed to do it for annual campaigns before. If you do, make sure the publisher set up is 100% beforehand or your reporting/billing will be a disaster.
If you have a larger DVIP with them, they might entertain it. I’ve seen them cover DSP tech fees as part of a DVIP

I’ve offered to cover them when selling a campaign of decent size ($100k+) but more as an add in if it’s going to kill the deal
You could try to negotiate having vendors cover adServing costs during the RFP process if clients prefer all their budgets go towards “working media”
