I've also been asking for additional work in order to help better get myself promoted, mainly asking for engineering documents/reports to review. 4 times this year I sat down with my manager to ask what's going on, the most recent i was told "sorry, we'll try again next year" with no actual reason why
All this has led to the last 6 months of feeling extremely unmotivated and disconnected. I think I've pretty well decided to find a new job, but I'm not sure what to do in the mean time to stop myself going insane

I would firstly ensure you have a dot point list of th past 12 months before having the conversation. With the exception your manager set how and when you achieved them, other achievements and highlight struggle you had along the way with how you are addressed them. This list if for you (talking points).
Then book and have the conversation. Starting from a point of view of curiosity with questions around their thoughts on these preset goals. If answers are vague or deflecting, ask for further clarification and be specific with direction and help from you dot points. And ask about what specific areas you need to work on, the reasons thay have and how you both can work on addressing these together and measure outcomes.
You will work out pretty quickly if the reasons are based around your performance or other underlying issues that have nothing to do with you.
Either way you will have the answers you need to work on your next steps. And if the answer is your getting brushed aside, along with some constructive criticism to work on, you know where you stand,
Engineers are in high demand, so don't under value yourself start looking and be open to all opportunities. I've seen vacancies open and re-advertised for 6 months to a year.

Sadly the only reward for good work is more work. I know the position you're in. Surviving and making it work burns out faster. Imo find another job and move on. You've been in that role a while it seems.
