Sorry for hijacking your post, but one first needs to answer: Why to become manager from developer?
(-) Salary: Now redundant, with technical jobs attracting the best of packages
(-) Authority: With technical contributors changing jobs like they are changing clubs, I can only guess where the authority lies today
(+) Power: The ability to make a larger (organizational/business/people) impact
(+) A better match to your inner talents.
Management comes in so many flavours (Project/Product/People/Technical etc). So your original question is incomplete.
Of course no of years of exp counts. It gives a general impression how far the candidate has come on his track. Some companies see the time spent within their organization as well. Yoe shoes that you have already worked on the ground level and know what hiccups can come up or what could be the challenges from the technical point of view.
Second point is people management. People management is of technical people i.e. the technical team that you have and of the stakeholders like the client and your senior management.
As a technical guy you have already shown your competence with the project execution but in the manager role you would have to deal with and prove your competence with stakeholders, risk management, time and budget estimations as well.
Now there are 2 ways to get into management postion - one is to do mba and then get into project mgt. Since you are already working in technical field, you can directly go for mgt position.
Your manager might and might not help you as you said its luck. Generally people go for PMP and some even go for prince 2 certificate. These are not mandatory but preferred for management roles.
