What can you do if you’re getting interviewed by the same person who didn’t choose you in the first place?

Has anyone else worked two programming roles at one time?
I currently work as a Contracted Software Engineer and I’m set to finish my contracted time at the end of October. To stay ahead of game I started to move forward in the interview process with another opportunity as an Application Software Programmer and just received notification that I got the position. Interviewing for Cyber Sec role. At very beginning they ask salary exp. I said usual way to postpone that question, and to figure out their range for role. On final interview and I mentioned 85-95k and they said it’s on the lower end for role…. Did I lowball myself?
