Does Adobe ever revoke offer letter before joining

I applied to one of the roles and after initial screening I happened to see in the website that there are no suitable openings for my profile.

I heard that the cool off period is six months. Does that apply to my situation because I didn't attend any interview.

Can I use referals to apply before 6 months? Or should I wait for 6 more months?

Reviewing a salary offer for a Benefits Manager position in Greensboro, NC industry is retail. Offer made of $95k with 18% bonus. I have 16 YOE, degree in Business, and PHR and Shrm certification. I had interviewed for Cognizant and I was asked to submit my documents for offer letter release. This happened on the same day as my interview(Friday 6th May). I submitted my documents and I am trying to contact the HR who scheduled my interview, but she is not picking up my call. My question is how soon can I expect the offer letter to be released? And is there a possibility that they can reject my profile at this stage?

Emerson export engineering - 15L fixed + 1.6 variable
Wolters Kluwer - 15L fixed + 10% bonus + 1L joining bonus

Which one is better and which should i join. Emerson is calling to office from 1st days and wolters kluwer have agreed for few months of work from home.
