How common is it for employees of public accounting firms to flout these firms' anti moonlighting policies? Whether that's having a side gig, part time job, etc.

Right now I’m working as a junior product engineer in Amsterdam. From januari on I’ll be a medior product engineer. And now I’m in the middle of negotiating about my salary increase. The salary that I’m being offered feels low (41.5k).
Is there an other product engineer that could tell me if my gut feeling is right or not? Thanks in advance!

We stay until 8 or 9 everyday and then at the end of every week my manager tells me to book only 40 hours. It sucks ass and now I have to explain to my counselor why my utilization is so pedestrian...
