Depends on the office you’re trying to go to and the reasoning. NY/SF are the toughest to get into (even if you’re already working full time trying to transfer). Having a compelling personal reason is usually required (family, SO’s job, etc). If your strategy is to, say, recruit for Cleveland bc you think it’s easier and then move to SF once you’re in - good luck

I think that’s a good reason - would share it. Just share ASAP so they can try to work around you if there ends up being capacity. Otherwise they’ll fill those spots with FT MBA hires or sponsored consultants coming back from school.
You can ask. I know a few classmates who were successful (generally with a personal reason for needing to be in a certain city), but it’s not guaranteed
I know several people who were rejected going firm one T1 office to another

Not easy, especially to the larger offices (NYC, SF, Boston). But you might luck out depending on timing. At least at Bain, they project capacity based on intern seats/demand/preferences and work with sponsored consultants to match them after. Even sponsored consultants can’t switch easily unless they have personal reasons.
So worth a shot but you’ll need a very good reason and some good luck.
I transferred between undergrad internship and FT at Bain due to personal need. My best tip is to flag it early. If you wait to tell them until after they're done hiring the incoming class for both offices, it's tough to shift you. If they know before they're done, it's easier to plan around you.
