Phone call/meeting invite with your manager.
They’ll counter if they want to. If you want to hint that you’re open to a counter, say “I’m leaving for X reasons” so it’s clear what you’re looking for.
They may ask for it in writing - usually an email to your manager and HR is sufficient - outlining what your last day is.
I did this recently. I have a good relationship with my CD so I called and had a conversation about what I needed (I was working very minimal hours that wasn't enough for rent). There was no work and they did try to keep me on but they really should've let me go earlier.
I sent a formal resignation letter through email with dates after a couple of days to relevant people in the company. These inbetween days gave them time to contact internal/external people so that information came from them. If we weren't all working from home I'd have had the formal letter the next day. And if I could meet face to face I would've.
Please don't resign via email, I've done this before when I was starting out. I regret it to this day.
I resigned back in April. I felt scheduling a meeting was too cryptic and I wanted to be direct. Also sending this via email is too impersonal and comes out of left field. So I just called my supervisor and told him. Then I called the cso with the news. Lastly I sent the email to HR to make it official. My note wasn’t overly formal- rather it was a few lines stating my resignation and the last day of employment.
I resigned in August. Scheduled a meeting with my discipline lead and let her know. I then sent an email to my lead, our disicipline lead, HR my immediate day to day account lead. Because we are not in the office I didn’t think it was appropriate to send an email with the news.
