There are flood maps that you can download. I am on UWS with minimal issues. I was in Murray Hill for Sandy and was fine except for power.
Would avoid FiDi and lower lying parts of queens

People laughed at me when I refused to live in apartments in a hurricane zone, or zone 1 tops. But I remember Sandy, when my SO’s building was uninhabitable for 2 weeks.

No flooding here in Clinton Hill, but the G wasn’t running this morning.
Park Slope, Brooklyn and the flooding in my basement was real bad. My advice is to not rent a basement or even first floor apt and you should be good.
I had to siphon out the water from our terrace because the drains weren’t working properly - midtown east
