How many individual contributors should a frontline manager be expected to manage?

For context, we are a mostly remote company. The number of directs a frontline manager has reporting to them varies from 12 to 25 across our operations departments. Is there a sweet spot you have found that works?

Here's a good standard to manage by in my 22 years of HR experience in various industries:
New manager or highly complex work 4-6
Typical professional team 5-8
Experienced manager with strong team leads 8-12
Highly standardized/transactional work 12-20+

I am curious how other inclusion teachers are being utilized when the school is doing remote learning. I find that I am sitting in the zoom class and have very little opportunity to contribute. I wanted to leverage the hive mind in finding out how best to negotiate a verbal offer for a 100%-remote Product Manager role in NYC, with a IT infrastructure/digital services firm (MNC but non-American):

Base salary: 120k

Sign-on bonus:10k

Bonus: 15%

No stock options
