How often should you get a raise at work?

I think that it should keep up with annual inflation rate. Anything else seems pretty brutal given the cost of living. I understand that businesses struggle but is that really a reason to not give raises? I am struggling to really understand this. I don’t even think we should ask for raises. It should just be adjusted automatically like every bill.

I've been a government attorney for nearly three years now and have worked in the same office/division since I passed the bar. I've yet to receive a promotion other than two cost of living increases (in sum, a pay increase of 6k over 3 years). I know this is meager, but I'm mostly ok with it, I just want to see some recognition. On the other hand, it's hard for me to imagine negotiating because (given my inexperience), I don't feel I'd be able to do better anywhere else. Any advice?

What is a reasonable pay increase + bonus? This will be my first pay increase. I make 70k and I will be starting my second year at big law (immigration). I had 2 years of prior experience before joining the firm. My manager rated me highest in all areas and mentioned she recommended me for promotion but it may not happen until next cycle since there are limited number of promotions to give. I will get a pay increase regardless so I want to negotiate in case I don’t get a “good” increase.
