I wouldn’t worry about it if you’re being productive and can show your work product for it. Definitely communicate and have it writing that you addressed it with your superior
Also projects go over budget all the time. Going over budget on staff hours is no biggie it happens all the time
Stop at x hours (maybe half your budgeted time), send to your senior, and say "this is as far as I've gotten, what do you want me to do?"
Ultimately, if you have brought up the budget issue with your senior, and they haven't done anything to resolve it, then that falls partially on them. Its one thing if you are watching netflix and partially working and charging that time. But if you are putting your head down and being productive, then its a matter of understanding what you are doing and finding ways to make it better. The senior needs to either explain things better or assign different tasks that won't cause you to spin your wheels.

I’m new / first year
Odd - some seniors have left engagements all together (like disappeared) some are like well no hand holding which I understand but then the return gets up to manager/high level stage so much back and forth with points/revisions
As you can tell I’m frustrated I’m sure they are too

Realization can’t be spent. Your job is to show continuous improvement. If you do you will be fine
Communicate that you’re going to go over budget and ask for any advice
Apply whatever you learned to the next project
Having a 30% realization project is not a big deal

The fees are going to be what the fees are going to be. Whether you get 100% or 30%. If you’re learning and becoming a more valuable asset to the firm going forward than one engagement doesn’t matter
