I am looking for new opportunities in biotech and pharma. I currently have BS and MS in biomed engineering and biotech and have 4.5 years life sciences and biomed hands-on lab and project management experience in academia. When I apply for jobs that I am 90-100% qualified for, with personalized cover letters etc for each position, I am getting rejected in 12hrs-2days and/or being ghosted when I try to contact someone. I am on F1 post opt. Is that the reason or am I doing something wrong?

I got selected in Infosys and offer was about to get release today but at last minute suddenly today infy HR told I was interviewed 5 months 20 days before in infosys so they cannot proceed now as 6 months cool off period.
