What does this designation mean? Is it related to mobile app development role or something else because i have 4 years of experience in mobile app development.

Reviewing a salary offer for a Benefits Manager position in Greensboro, NC industry is retail. Offer made of $95k with 18% bonus. I have 16 YOE, degree in Business, and PHR and Shrm certification.
