From what I have learned most people just probably assume they are the worse menace and stubborn dog their ever is. I personally wouldn't ever want one.
If I had it as a rescue though I wouldn't mind training it. I had a Chihuahua mix that was owner surrender and couldn't be rehomed unfortunately because of his other behaviors so he was stuck with us. All he would do was sit and nothing else though. He was a very stubborn dog.
In my professional opinion, the Chihuahua, like many small breeds, is not trained because it does not represent any major threat. Many large dogs are trained for their destructive capacity, therefore many small breeds get a bad name.
Many people don't treat them like dogs because they can carry them around, I got a chihuahua who barely knew how to walk and was 8 months old.
This happens with a lot of people, I am not against caring for animals, but there are people who take away a dog's ability to be a dog sounds crazy, but it is like that, the dog feels like another human, and this only causes depression in the animal in the long term.
These poor dogs have a bad reputation due to bad owners, they are not educated the majority and the dog is always very scandalous and restless, therefore it gets a bad reputation.
They are a hyperactive threat like many breeds of dogs, the difference is that other larger dogs are trained not to be disastrous but since these dogs are small their destructive capacity is underestimated.
Chihuahuas are a very noble breed with many nervous problems, at the same time I have always felt that the way most people raise them only increases that fear and the dog is never comfortable.
