I would advise you turn down the offer. Salary negotiations is important during interviews so you know what exactly to expect. By the way a friend of mine is hiring a virtual personal assistant. If you would be interested I would pass down her contact.

Why would you Trust your Recruiter, since usually they get a big piece of your Salary ?
You have nothing to lose by being firm in your requirement if you are confident you won't take the job at the salary being offered. Just know that if you push back there is a strong possibility the offer will be rescinded, so proceed with caution if you need the job.
Turn it down and make sure you review their interview on here so everyone else knows they don’t honor their own ranges
Can you bypass her and reach out to the HM directly? Probably not all that likely that they'll entertain negotiations if that's what the recruiter is saying, but if I'd gone through multiple interviews, I'd want to at least try to salvage the offer. If they're unwilling to hear you out, then yes, cut ties and walk away.
can you send HR an email either thanking them for the offer, but being direct and saying I would prefer X$ and my HH said that you are not willing to negoitage any further. I want to ask if we could reopen negotiations one more time, i feel this is a perfect fit for both you and me this position. The HH might just want a bigger cut for themselves, only one way to find out...
I would go with your gut. If you know you’re worth more and they will not negotiate then that does not seem worth it.
You are "selling your time" to the company. If your time is worth $40 per hour, don't sell it for $25.

The salary you enter with is always going to dictate how much you make as you go forward. Always negotiate and if they are unwilling to meet you then it’s best to turn it down. Otherwise, you’ll always be paid low by settling with low pay. I would turn it down and look elsewhere.
My experience with recruiters is this: demand transparency. No excuses, plenty of recruiters out there that don't play that game.
It might be worthwhile to ask the recruiter for other perks or stock units to compensate or something else that would allow you to make more money (signing bonus). That might help break the stalemate and allow you to keep the job.
I would try to get at least what was listed. If they don't want to give you that at least then how are they going to be when you start working for them. I've never worked with a recruiter so I don't know how that works. I'm Old so if I see was in your situation I would take the offer because I'd be lucky to get an interview let alone an offer
If the offer is lower than the posted range, you are entitled to an explanation. Either you are being offered a lower job position or the posted rate was a mistake. If the former, then they clearly don't think you have the skills for the job posting. If the latter, then they wasted your time with a false job posting. As to the recruiter, they typically get paid a percentage of your job salary, so they are normally incentivized to get you as much money as possible. If they are not pushing for more, then they likely figure this is the best you and they are going to do which means it's unlikely you will get a better offer. But they should take the time to explain why they don't think you can get more and be looking for other opportunities for you. So they are not looking very good at their job and yes, if you hired them, I would look for other opportunities and other recruiters. Good luck in your job search.

if you are using a recruiter at an agency , remember that they are also negotiating for themselves as well. The tell the employer that to have you it will cost them $25 per hour and they take their percentage off of that amount plus any expenses they had to negotiate for you or benefits they provide for you before they give your portion so your pay is probably $15 of that $25.
Turn it down.
That way, they know you're serious when you give them a range, the next time.
Always be willing to walk away.
You will have no peace working for less than you're worth.

If it is what you love doing and you would be a good fit then I would accept as long as you can financially afford it.
