In my experience a raise at merit isn't typically negotiable. There are targets and ranges given to you based on your performance and placement in the pay range for your job - lower, middle, upper. You can always question and push I suppose, but you don't go in asking for what you want. At my company at least it's just a numbers game because there is one bucket of money for a department and everyone has to stay within in.

Honestly I’d find another job. Even a retail firm will pay you twice that.
I think a role change/promotion would be anywhere between 7%-20%. If it's just a performance/ cost of living yearly raise then maybe 2%-5%. I'd honestly wait for other replies though.
Your increase has already probably been pre-determined. During your review ask what you can do to work yourself into a better position. If the money has already been pre-determined is there anything else you can negotiate for? More PTO, a better desk, time to volunteer?
