No I wouldn't do this ever. A lot of recruiters are scam artists these days so I feel like I am very hesitant to give them any information. I'd advise anyone else to be cautious too

Two possibilities -
1) these could be sub-contractors in staffing who could try to market you as their employee and they will take a % from the vendor / client if you are placed
2) there are also companies where the vendor management system requires submission of last 4 of the ssn along with the last name when a profile is submitted. This is to ensure no duplicate submissions are being made.
Eithercase, I would try to inquire more about the companies / and their clients asking these information and would provide the information only when I am confident to proceed with the role and company.
Also I wouldn’t have any issues with the RTR if it is scoped only for the specific job id that is being submitted. But if it seems too generic, let’s say across multiple job ids or companies I definitely would not go for it.
Some of these recruiter scams haven’t even secured funding or commitment from the client yet. Ghost jobs. Do your research and ask the right questions before engaging them further
No do research on those companies. Be careful about signing anything with them. Many are either scams or will actually hurt your chances at getting the job
No. Don't do this. Some companies will try to get you to sign to get you off the market, so they can promote their own people.
They will act like they are representing you, but are actually removing the competition.
